કોરોનાથી નિરાધાર બાળકોની સહાય માટે 'મુખ્યમંત્રી બાલ સેવા યોજના'ની મહત્વપૂર્ણ જાહેરાત
મુખ્યમંત્રીશ્રી વિજયભાઈ રૂપાણીએ અત્યારની કોરોના મહામારીમાં જે બાળકોએ પોતાના માતા-પિતા ગુમાવ્યા હોય એવા અનાથ-નિરાધાર બનેલા તમામ બાળકોની વેદના પ્રત્યે લાગણી દર્શાવતા આવા બાળકોને આર્થિક સહાય સાથે અભ્યાસ અને ભવિષ્યની પોતાની કારકિર્દી માટે મદદરૂપ થવા માટે 'મુખ્યમંત્રી બાલ સેવા યોજના' (MBSY) ની જાહેરાત કરી છે. સાથે તેમણે એ પણ જણાવ્યું હતું કે કોરોનાની આ મહામારીએ અત્યારે એવી પરિસ્થિતિ ઊભી કરી છે કે જેના કારણે અનેક લોકોએ પોતાના જીવ ગુમાવ્યા છે. રાજ્યમાં ઘણાં એવા બાળકો હશે કે જેમણેકોરોનામાં પોતાના માતા-પિતાને ગુમાવવાના કારણે અનાથ અને નિરાધાર બન્યા છે. ગુજરાત સરકાર આવા કોરોનાના આ મુશ્કેલ સમયમાં આવા નિરાધાર અને માતા-પિતા ગુમાવી ચૂકેલા બાળકોની વેદનામાં પૂરી સંવેદનાથી તેમની સાથે ઊભી રહી છે અને 'મુખ્યમંત્રી બાલ સેવા યોજના'થી આવા બાળકો માટે આર્થિક સહાય આપવાનો મહત્વનો નિર્ણય પ્રગટ કર્યો હતો

સાથે તેમણે એ પણ કહ્યું કે કોરોનાની મહામારીના વર્તમાન સંક્રમણ દરમિયાન જે બાળકોના પોતાના પરિવારના મુખ્ય કમાનાર પિતા અથવા માતા કે પિતા-માતા બંનેનું અવસાન થયું હોય તેવા તમામ બાળકોના ભરણ-પોષણ, તેમના શિક્ષણ, આરોગ્ય અને સ્વરોજગારી માટે તાલીમ માટેની લોન અથવા સહાય પૂરી પાડવા માટે આ યોજના શરૂ કરવામાં આવી છે. મુખ્યમંત્રીશ્રી વિજયભાઈ રૂપાણીએ "મુખ્યમંત્રી બાલ સેવા યોજનાના" (MBSY) જે લાભો મળવાપાત્ર થાય તે જાહેર કર્યા છે
18 વર્ષથી નીચેની ઉંમર ધરાવતા એવા તમામ બાળકો કે જેમના માતા-પિતા બેયનું કોરોનાના સમયગાળામાં અવસાન થયું હોય તેવા અનાથ બાળકોને કોઈપણ પ્રકારની આવક મર્યાદાને ધ્યાનમાં લીધા વિના દરેક મહિને પ્રત્યેક બાળક દિઠ રૂપિયા 4000 સહાય રાજ્ય સરકાર આ નવી 'મુખ્યમંત્રી બાલ સેવા યોજના' અંતર્ગત આપશે.
એવા બાળકો કે જે 18 વર્ષ પુરા કર્યા પછી પણ પોતાના અભ્યાસ ચાલુ રાખવા માંગતા હશે તેવા તમારા બાળકને 21 વર્ષ સુધી "આફ્ટર કેર યોજના" ની અંદર સમાવી લઈને આવકની મર્યાદાના ધ્યાનમાં લીધા સિવાય દરેક મહિને રૂપિયા 6000ની આર્થિક સહાયનો લાભ આપવાનું પણ રાજ્ય સરકારે નક્કી કર્યું છે.
21 વર્ષની ઉમર પૂર્ણ કર્યા પછી પણ જે યુવક- યુવતીઓ ઉચ્ચ અભ્યાસ કરવા માંગતા હોય તેમને અભ્યાસના વર્ષ અથવા તેમની 24 વર્ષની ઉંમર પૂરી થાય આ બંનેમાંથી જે વહેલું હોય ત્યાં સુધી તેમને "આફ્ટર કેર યોજના" અન્વયે દરેક મહિને રૂપિયા 6000ની સહાયનો લાભ પણ મળશે. મતલબ કે તમામ પ્રકારના એવા સ્નાતક અને અનુસ્નાતક કક્ષાના બધા જ અભ્યાસક્રમોને આ યોજના અંતર્ગત માન્ય ગણવામાં આવશે.
રાજ્યમાં અનુસૂચિત જાતિના, અનુસૂચિત જનજાતિના અને અન્ય તમામ પછાત વર્ગોના, એન.ટી.ડી.એન.ટી (NTDNT) અને આર્થિક પછાત વર્ગના એવા બાળકોને સામાજિક ન્યાય અને અધિકારિતા વિભાગ - ગુજરાત અને આદિજાતિના બાળકોને આદિજાતિ વિકાસ વિભાગ, ગુજરાત દ્વારા નક્કી કરાયેલ સ્કોલરશીપ એ પણ જે તે વિભાગના ઠરાવો, તેમના પરિપત્રો, તમામ નિયમોને પ્રમાણે અનુસરીને મંજૂર કરવામાં આવશે. સામાજિક ન્યાય અને અધિકારિતા વિભાગના અને તેની સાથે સાથે આદિજાતિ વિકાસ વિભાગ અંતર્ગતની તમામ સંસ્થાઓની બધી જ આવી યોજનાઓના મળવાપાત્ર લાભ કોઈપણ પ્રકારની આવકમર્યાદાને ધ્યાનમાં લીધા વગર માત્ર પાત્રતા ધરાવતા બાળકોને આપવાના રહેશે.
માત્ર એટલું જ નહી, પણ રાજ્યમાં શિક્ષણ માટેની એજ્યુકેશન લોન અને વિદેશના શિક્ષણ માટેની લોન પણ કોઇપણ જાતની આવકમર્યાદાને ધ્યાનમાં રાખ્યા વગર પ્રાથમીકતાના ધોરણે આપવામાં આવશે. આવા અનાથ થયેલા નિરાધાર બાળકોને ઉચ્ચ શિક્ષણ માટે મુખ્યમંત્રી યુવા સ્વાવલંબન યોજના (MYSY)ની અંદર સમાવી લઈને તેમાં મળતા તમામ લાભો કોઈપણ પ્રકારની આવક મર્યાદાને ધ્યાનમાં લીધા સિવાય પ્રાથમિક ધોરણે અપાશે.
14 વર્ષથી વધારે ઉંમરના એવા બાળકો માટે વોકેશનલ ટ્રેનિંગ અને 18 વર્ષથી વધારે ઉંમરના બાળકોને સ્કિલ ડેવલપમેન્ટ ટ્રેનિંગ પણ આ 'મુખ્યમંત્રી બાલ સેવા યોજના' અંતર્ગત સરકારના ખર્ચે પ્રાથમિક ધોરણે આપવામાં આવશે. જે કોઈ દીકરીઓએ તેમના માતા-પિતાને ગુમાવ્યા છે તેવી અનાથ થઈ ગયેલી દીકરીઓને શિક્ષણ માટે પણ કેન્દ્ર સરકાર અને રાજ્ય સરકાર બંને દ્વારા સંચાલિત કસ્તુરબા ગાંધી બાલિકા વિદ્યાલય (KGBV), નિવાસી શાળાઓમાં એડમિશનને પ્રાથમીકતાના ધોરણે આપવામાં આવશે. હોસ્ટેલનો તમામ ખર્ચ પણ અપાશે. આવી અનાથ થયેલી કન્યાઓને લગ્ન માટે કુંવરબાઈનું મામેરૂ નામથી ચાલતી યોજના અનુસંધાને સમાવી લઈને તે યોજનાનો લાભ પણ આપવામાં આવશે અને આ યોજના મુજબ મામેરાની રકમ પણ રાજ્ય સરકાર આપવામાં આવશે.
વર્તમાન કોરોના કાળના સમયગાળામાં પોતાના માતા-પિતા ગુમાવ્યા હોય એવા અનાથ બાળકોને મુખ્યમંત્રી અમૃતમ એવી 'મા' કાર્ડ યોજના અંતર્ગત મળવાપાત્ર થતી આરોગ્ય સારવાર પણ પ્રાથમીકતાના ધોરણે આપવામાં આવશે. આ યોજનાનો લાભ લેતા એવા બાળકોના પાલક વાલીઓને પણ રાષ્ટ્રીય ખાદ્ય સુરક્ષા (NFSA) અંતર્ગત પ્રાથમિક ધોરણે સમાવી લેવામાં આવશે. જેનાથી આવા પરિવારોને દર મહિને રાહતના દરે ઘઉં, ચોખા, ખાંડ વગેરે તમામ મળવાપાત્ર અનાજ પણ મળી રહે.
મુખ્યમંત્રીશ્રી વિજયભાઈ રૂપાણી સાહેબે એ પણ જણાવ્યું કે, આ 'મુખ્યમંત્રી બાલ સેવા યોજના'ના અમલીકરણ માટેની નોડલ એજન્સી તરીકે નિમાયેલ રાજ્ય સરકારનો સામાજિક ન્યાય અને અધિકારિતા વિભાગ હંમેશા કાર્યરત રહેશે.

The state government has decided to provide a benefit of Rs 6,000 per month to children who will continue their studies even after completing 18 years of age in the after-care scheme for 21 years without any income limit.
Even after completing 21 years, the young men and women who are engaged in higher studies will get the benefit of Rs. 6000 per month under the After Care Scheme till the year of study or at the age of 24 years or earlier. This means that all types of undergraduate and postgraduate courses will be considered valid for this scheme.
Scholarships prescribed by the Department of Social Justice and Empowerment to Scheduled Castes, Scheduled Tribes, Other Backward Classes, NTDNT and Economically Backward Classes of the State and to Tribal Children by the Tribal Development Department Will be approved subject to the rules. The benefits of all the schemes of all the corporations owned by the Department of Social Justice and Empowerment and the Department of Tribal Development shall be given to the eligible children irrespective of the income limit.
Vocational training for children above 14 years of age and skill development training for children above 18 years of age will be imparted on priority basis at the government's expense under this 'Mukhyamantri Bal Seva Yojana'. Priority will be given to the destitute girls who have lost their parents for admission in Kasturba Gandhi Balika Vidyalaya, residential schools run by the Central / State Government for education. Hostel expenses will also be provided. By including such destitute girls under Kunwarbai's Mameru scheme for marriage, the benefit of this scheme will also be available and the amount of Mamera will be paid by the state government under the scheme.

Not only this, educational loan for study in the state as well as loan for study abroad will be given on priority basis regardless of any income limit. Such orphans and destitute children will be covered under Mukhyamantri Yuva Swavalamban Yojana (MYSY) for higher education and its benefits will be given on priority basis without any income limit.Orphans who lost their parents during the Corona period will also be given priority medical treatment under the Mukhyamantri Amrutam 'Maa' card scheme. Parents of children taking advantage of this scheme will be covered on priority basis under National Food Security (NFSA). So that such families can get wheat, rice, sugar etc. at concessional rates every month.
