કેન્દ્ર સરકાર તેના એક કરોડથી વધુ કર્મચારીઓ અને પેન્શનરો માટે મોંઘવારી ભથ્થું (DA) વર્તમાન 38 ટકાથી ચાર ટકા વધારીને 42 ટકા કરેલ છે. કર્મચારીઓ અને પેન્શનરો માટેના મોંઘવારી ભથ્થાની ગણતરી લેબર બ્યુરો દ્વારા દર મહિને જાહેર કરવામાં આવતા ઔદ્યોગિક કામદારો માટેના ગ્રાહક ભાવ સૂચકાંકના આધારે કરવામાં આવે છે. લેબર બ્યુરોએ શ્રમ મંત્રાલયનો એક ભાગ છે.નાણા મંત્રાલય વિભાગ DAમાં વધારાનો પ્રસ્તાવ તૈયાર કરવા માટે જઈ રહ્યું છેઆ અંગે જણાવી દઈએ કે આ પ્રક્રિયા અંતર્ગત નાણા મંત્રાલયનો ખર્ચ વિભાગ DA માં વધારાનો પ્રસ્તાવ તૈયાર કરવા માટે જઈ રહ્યું છે. જેમાં આવક પર તેની અસરો વિશે પણ જણાવવામાં આવશે. અને ત્યારબાદ આ પ્રસ્તાવ કેન્દ્રીય કેબિનેટની બેઠકમાં મૂકવામાં આવશે જ્યાંથી ડીએમાં 4 ટકાનો વધારો તેની મંજૂરી બાદ અમલમાં છે. આ વધારો જાન્યુઆરી 2023 થી લાગુ.અને હવે આગામી માર્ચ મહિનામાં તેની ઉપર મંજૂરીની મોહર લાગવવામાં આવી રહી છે
નવી દિલ્હીઃ કેન્દ્રીય કર્મચારીઓને માર્ચ મહિનામાં ગુડ ન્યૂઝ મળવાનો છે. હકીકતમાં કેન્દ્ર સરકાર કર્મચારીઓને મોંઘવારી ભથ્થું (DA) અને મોંઘવારી રાહત (DR) પર નિર્ણય કરશે. એવું માનવામાં આવી રહ્યું છે કે હોળી પહેલા સરકાર કેબિનેટની બેઠકમાં નિર્ણય લેશે.
કેટલો થશે વધારો?
સરકાર ડીએ અને ડીઆરમાં 4 ટકાનો વધારો કરી શકે છે. આમ થાય તો ભથ્થુ અને રાહત વર્તમાનના 38 ટકાથી વધીને 42 ટકા થઈ જશે. તેનાથી એક કરોડથી વધુ કર્મચારીઓ અને પેન્શનભોગીઓને રાહત મળશે. મીડિયા રિપોર્ટનું માનીએ તો કેન્દ્ર સરકાર 18 મહિનાના ડીએ બાકી પર પણ વિચાર કરી શકે છે. નોંધનીય છે કે સરકારે ગૃહમાં જણાવ્યું હતું કે 18 મહિનાના બાકી આપવા પર વિચાર કરશે નહીં. આ બાકી જાન્યુઆરી 2020થી જૂન 2021 સુધીનું છે.

In July 2021, Prime Minister Narendra Modi led the government at the Centre decided to hike Dearness Allowance (DA) and Dearness Relief (DR) paid to government employees and pensioners respectively to 28% from 17%. The new increased DA and DR came into effect from July 1. It is to be noted that the DA hike was frozen in 2020 for the period January 2020 to June 2021 because of COVID-19 outbreak.
The DA hike, however, was not given retrospectively and that's why the central government employees who retired between January 2020 to June 2021 were confused over the DA rate that will be applicable for the calculation of their gratuity, leave encashment and other retirement benefits.

उन्होंने कहा कि इस बैठक में कैबिनेट सचिव के साथ वार्ता के बाद निर्णय हुआ कि सभी केन्द्रीय कर्मचारियो को पिछले डेढ वर्षों से उनकी महंगाई भत्ते/महंगाई राहत की जनवरी 2020, जुलाई 2020 एवं जनवरी 2021 की तीन किश्तें, जिन्हें सरकार ने फ्रीज कर दिया था, उन्हें जुलाई 2021 में देय किश्त के साथ जोडकर जुलाई एवं अगस्त 2021 के एरियर सहित सितम्बर 2021 के माह में भुगतान किया जाएगा। इसे कैबिनेट सचिव ने सहमति दे दी।
श्री मिश्रा ने कहा कि कैबिनेट सचिव ने कहा है कि इसके भुगतान हेतु शीघ्रता पूर्वक कार्यवाही की जायेगी। जिससे सभी केन्द्रीय कर्मचारियों और पेंशनरों को उनके बन्द महंगाई भत्ते और महंगाई राहत का भुगतान होगा। उन्होंने कहा कि सरकार ने कोरोना महामारी के बीच केन्द्रीय कर्मचारी जो अपनी जान की परवाह न करते हुए भी काम करते रहे और कइयों ने अपनी जान भी गवांई, ऐसे में उनको उनके जायज लाभो से वंचित करना सरकार का सर्वथा अनुचित कदम था।

The next 6 months will be marvelous for the central staff. The employees' appraisal window is open till the end of June, in which they have to fill in a self-assessment. Apart from this, dearness allowance will also be available from July. All employees will be paid a total of three installments of Dearness Allowance (DA).
This will also include increases of 1 January 2020, 1 July 2020 and 1 January 2021. The new allowance is to be implemented from July 1, 2021 by revising the old allowance. In addition to DA, Travel Allowance and City Allowance can also be increased. Apart from this there are many other expectations. In a nutshell, understand that there is going to be a bumper increase in the salaries of central employees in July.
What percentage can DA increase?
Expenditure Allowance (DA) for central employees is expected to increase by 4%. Central government employees are currently receiving a Dairy Allowance (DA increase) of 17 per cent. The same rate of DA will be applicable from July 2019 and is yet to be changed from January 2020. That is, three installments of January 2020, June 2020 and January 2021 are due. That is, the DA for 2021 is also set to rise. It is estimated that DA may increase by 4% in June 2021 as well. However it will be announced later.
Will PF and gratuity also be affected?
In addition to the Dairy Allowance (DA) for central employees, travel allowance and city allowance may also be increased in July. Whereas, additional provision is expected in provident fund and gratuity for retirement. If that happened then it would be nothing short of a double whammy for them. However there is a demand from the employees, they should also be paid the remaining arrears of last 18 months i.e. three installments.
The bumper will benefit if the arrears are agreed upon
Central employees have demanded that they also be paid arrears from January 2020 to June 2021, but, according to many media reports, sources say the government is not in the mood right now. The reason is that the burden on the exchequer has increased a lot due to Corona. However, a meeting of the finance ministry and the staff union is to be held on the issue, in which it is hoped to decide yes or no in this regard.

The next 6 months are very important for the central employees as they are likely to get promotions. Self assessment is to be filled by June. This is then reviewed by the officer and then the file is forwarded. Employees who get promotions, their salary (Employees Salary Hike) will also increase. The self-assessment assessment will be completed by December. Employees will be promoted and their pay will be increased as per the recommendations of the 7th Pay Commission
